Bored so I figured I'd just write about the different scams I've seen.
1. Doubling Money!
This one is sooo old, I remember people doing it back when I first played in like 2004. And people STILL fall for it. -_- In fact, I've seen people call the person "doubling money" a scammer and 5 minutes later try to double their money with them only to... SURPRISE! watch them log.
It's really dumb actually. Someone claims that if you trade them x amount of coins they'll trade you double back. The thing that makes it extra dumb is that you can do that in 1 trade. Both people giving each other money at the same time. Not 2 trades where you give them money first. Of course if you do give them gold they log hehe.
2. Trimming Armor For Free!
I actually haven't seen this one since I restarted back in March. It used to be crazy popular when I played before on f2p worlds. Maybe it still is I dunno.
People seem to love armor with gold on it. The scammer calls out "trimming armor for free!" meaning they'll take your armor and put gold trim on it. If you actually trade them your armor they log out of course hehe.
3. Flower Gambling
Now if you wanna gamble that's up to you, but the odds favor the host of course or they wouldn't do it all the time. Some hosts are "legit," but you gotta be wary because when you bet you trade them the money and if you win and it's a lot? Yeah, I've seen them vanish without paying it out and also they keep your money. :P
It's just crazy how I see people betting millions on it at times. I don't even gamble with the xp reward box you can get in the in-game agility random event. :P
4. Item Swap Scam
Don't think you can do this anymore and with the Grand Exchange Market you don't need to trade players directly really. Back when I played before someone you were buying, say, a rune hatchet off of would put the rune hatchet up for trade and you'd put the money up and both would click "accept." There's a second screen with confirmation only somehow a different item would be up there like a mithril hatchet which looks very similar only worth a lot less. I dunno how. Must've been some sort of bug exploitation. If you weren't careful you'd end up scammed.
Those are the common ones I can think of right now. Tired. :P
I kinda think Jagex doesn't really care too much about scammers. I mean, a week ago some max level character showed up where I was and was "doubling money." She even showed people that she had like 200 million on her ready to pay out. Then a couple people showed up and said she was a "notorious scammer." Now how can you become notorious scamming people if it's a bannable offense?
